I suspect that whether something got a release may have depended on licence costs and manufacturing slots. If a slot opens up at the laserdisc factory, and you’ve got a failed pilot for which you don’t owe anyone residuals, it’s that or nothing, perhaps.
Anything is made better by having Diana Rigg in it.
