Did Golan and Globus ever make a film with a solidly-developed character? I mean, it wasn’t really their thing.

The first time I came across this film in the TV guide in the late 80s/early 90s, I assumed it was an adaptation of the Double Dragon rip-off/arcade game and was really interested in watching it. With you saying the action scenes are actually fairly well-mounted, I feel I should track it down now.
