I’m pretty sure that the Vatican has contingency plans in place to keep things running if the Pope is out of action for any significant length of time. And, if for some reason, the Church decided not to pay the ransom (or couldn’t come up with it), they could simply declare him a martyr and go about choosing a new Pope. I’ll bet some Popes would even say “Don’t bother with the ransom; this body is expendable.”
